As a resource for travelers around the world, Karl Lemmen and Peter Wiessner of the German AIDS Federation and David Haerry have put together Quick Reference: Travel and Residence Regulations for People with HIV and AIDS 2005, which is now available online through ILGA.

The regulations and restrictions for people with HIV/AIDS can be drastically different from country to country, and the guide is being updated as quickly as possible to reflect these changes. The latest edition reflects the most up-to-date information available in 2005, and a new version of the survey is tentatively slated for publication after the summer of 2007.

p>Nonetheless, some notable policy changes have already occurred. As of June 2005, Canada does NOT require people applying for a visa to enter Canada as a short term visitor to disclose known HIV infection on the visa application form. Canada does NOT routinely impose mandatory HIV testing on short-term visitors, nor does it categorically bar visitors based on their HIV-positive status. HIV-positive status does NOT prevent a person from visiting Canada, but for the rare and exceptional circumstance where the person's health condition is such that they are assessed as likely to require health and social services during their stay in Canada that will create an excessive demand on Canada's public system (e.g., hospitalization). The same standard is applicable to all persons.

 

ILGA hopes that the survey will provide valuable information for individuals in your country, but also hopes that the Quick Reference will facilitate cooperation among groups around the world who are working on HIV/AIDS, travel, residency, and human rights.
