The Second Donor Consortium Conference was held in Amsterdam, the Netherlands from 17 to 19 March 2008. Organised by GNP+ and Young Positives (YP), the Conference brought together over 45 participants from international, regional and national networks of people living with HIV, donor organisations, development agencies and the world’s AIDS Ambassadors. The First Donor Consortium Conference was also held in the Netherlands in March 2006.

For the first time, PLHIV networks, donor agencies, and AIDS Ambassadors engaged in discussions and reflections on current policies, and collectively set goals and common objectives for the next two years.

• To identify opportunities and capitalise on synergies between PLHIV networks and donors for achieving common goals and objectives;
• To agree on a mechanism for continued dialogue between PLHIV networks and donors;
• To develop support for PLHIV networks at all levels;
• To explore ways PLHIV networks can work more collaboratively at all levels;
• To highlight the successes of PLHIV networks in the past two years; and
• To discuss challenges and potential solutions for overcoming them.

The emerging common issues from the discussions were:

• The importance of evidence for the impact of PLHIV networks on the AIDS response;
• The importance of there being a unified voice of PLHIV networks—a voice that respects the diversity of people living with HIV, and their varying needs and cultural backgrounds;
• The importance of strengthened inter-network collaboration; and
• The need for monitoring and evaluating the programmes and activities done in partnership between PLHIV networks and donor agencies.
