UN High Level Meeting 2011

2011_UNGASS-W150Networks of people living with HIV and civil society organizations involved in the HIV response are contributing in many ways to the United Nations High Level Meeting on HIV/AIDS taking place from June 8 to 10 in New York. The HLM will be reviewing the results and commitments of United Nations member states following the original 2001 United Nations General Assembly Special Session on HIV/AIDS.

During the 2001 UNGASS, the member states committed to achieving universal access to HIV treatment, prevention, care and support by 2010. As this target was not achieved, people living with HIV want to ensure the HIV response does not lose momentum while at the same time answering to the rights and needs of people living with HIV.

GNP+ is involved in different ways to support these voices of people living with HIV being heard at the HLM, and to promote and defend the rights and needs of people living with HIV.

A dialogue on HIV and Human Rights: Universal Access for Key Affected Populations - 9 June 2011, New York

A Side Event hosted by the UK and South African governments, in partnership with the Global Network of People Living with HIV (GNP+) and other partners, was held 9 June 2011 at the High Level Meeting on AIDS in New York to discuss HIV and human rights. The event specifically focused on the value of human rights in achieving universal access for key affected populations.

During the event Michel Kazatchkine, Executive Director of the Global Fund to Fight AIDS, Tuberculosis and Malaria, called on governments to repeal laws that have a negative impact on responses to HIV and laws that criminalise key populations most at risk of HIV infection.

Essential life-saving medicines make Universal Access an investment, not an expense

Amsterdam/New York – June 9, 2011 –The Global Network of People living with HIV (GNP+) welcomes the commitment of UN member states to achieve universal access to HIV treatment by 2015. Following weeks of negotiations, a new Political Declaration on HIV and AIDS will be agreed at the High Level Meeting on HIV, which is coming to a close in New York. Member states will commit to working towards 15 million people living with HIV being on antiretroviral treatment by 2015. Achieving this target will be a critical step towards ending the global AIDS epidemic.

Webcast "Innovation and new technologies" – 2011 High Level Meeting on AIDS

CM_at_HLM_2011-W150On the 9th of June 2011, GNP+'s Dr. Chris Mallouris, was part of a Thematic Panel Discussion at the High-level meeting HIV together with Dr. Margaret Chan, Director General of the WHO and Dr. Jose Angel Cordova Villalobos, Minister of Health, Mexico.

This panel focussed on opportunities for innovation and new technological developments in both HIV treatment and prevention, smart investments in innovation, the more efficient use of resources and technologies and ensuring equality and access for these advances for people who need them most. Non-negotiable language for the Outcome Document of the UN High Level Meeting on AIDS

The Civil Society Coalition on AIDS of which GNP+ is part, is advocating for United Nations Member States to fulfill their commitments towards Universal Access to Treatment, Prevention, Care and  Support. The UN High Level Meeting on AIDS in New York from June 8 to 10, is an opportunity for the member states to recommit to this in the Outcome Document which is currently being negotiated by the different member states.

Advocacy messages for PLHIV - towards High Level Meeting

In the run-up to the UN High Level Meeting on AIDS, which will be held from June 8 to 10 in New York, below are some key documents and information on what GNP+ has been doing in preparations for this important event, as well as some ideas on how PLHIV can advocate with their governments.

Just weeks before the High Level Meeting, the draft of the United Nations Outcome Declaration has been released. Governments are now entering negotiations to agree on the language and commitments of the Outcome Declaration.

Young PLHIV advocacy towards UNGASS

yplhiv_ungass_messages-W70GNP+ and the World AIDS Campaign have developed key advocacy priority messages and a briefing paper by and for young people living with HIV to inform the UNGASS process.

These priorities were formulated based on results from an online survey with 168 young people living with HIV from 55 countries, as well as a literature review and interviews with several key informants.

Involving people living with HIV in UNGASS

GNP+ and the World AIDS Campaign have created a Roadmap to the forthcoming United Nations General Assembly Special Session on HIV/AIDS (UNGASS) which will take place from 8 to 10 June 2011. The Roadmap aims to facilitate informed and meaningful involvement of people living with HIV and broader civil society into the High Level Meeting and related processes.

It charts the specific entry points and opportunities for engaging in the High Level Meeting and related processes. It highlights civil society preparations currently underway at country, regional and global level ahead of the High Level Meeting and provides guidance on how activists can get involved.
